Staging Vital Records
In earlier versions of The Doc of the Bay we have talked
about the power of staging as in moving documents from application to
application upon events where each application has special purpose. In this version of The Doc of the Bay we will
take a look on how this metaphor of staging will work for Vital Records.
First we need to capture the Birth and Death
Certificates. Let make it more
complicated than normal so the Birth Certificates arrive as paper whereas the
Death Certificates are received as PDF image only.
Certificates in general arrives in sequential order by what
is called the Local Registration Number, this means that we can do batch
scanning into the first stage where we just give the batch the first Local
Registration Number and the document type of Birth or Death. Should a Local
Registration Number be missing in the sequence of the batch scanned or imported
a replacement page is inserted so the batch is one long sequence.
At nighttime we can let the NTS AX Mini Workflow work on the
batches that was created in the day time.
The Workflow will first split the batch into documents by using the
document type which determines how many pages that goes with each Certificate. In the case of the Death Certificates
imported in PDF image only format the pages will be converted to TIFF files to
match the Birth Certificates. The first page of the Certificate is OCR'ed to capture the Local Registration Number, First
Name, Middle Name, Last Name and Event Date (as in date of birth or date of
death). Since the accuracy is not
hundred percent the new split documents representing Certificates are moved
into a QC application. The batches in
the Scan / Import application will not be deleted but marked with processed and
the date of the process. With that in place the batches can be deleted after a
time-lapse of let's say 30 days. This
means that if something goes wrong from this point forward the Certificates can
be reprocessed without re-scanning or re-importing.
The following day the operator can validate the Certificates
in the QC application and correct incorrect OCR'ed
data or missing data. When this is done
the operator set a field to OK so when the Workflow is run again the perfect
and the corrected Certificates can be moved to the Vital Record
application. Again like in the Scan /
Import application a processed date is set so this level can be rolled back if
something goes wrong.
On final item that needs to be deployed is a special
printing driver that will crop-out the part that is needed when a Certificate
is going to be printed. Also the cropped
image needs to be scaled down and centered to match the Bank-Note paper
frame. Under printing many time the
current issue date need to be imprinted on the Certificate. For more information on the kind of printing
