The Create Verbs downloads will provide you information and source code for building a HQL Verb DLL.
The Verb Creator ZIP file includes the hqlInclude.dpr, Include.pas and VerbPars.pas files. All the files are in the Delphi 6 Pascal format and it should be simple to translate them in to C++, C# or even VB. Note: To be announced.
