[FAQ 911016] What does eBlast do when it sees a bad email address?
If your are trying to send an email to an email address that does not exists you email / IPS provider will send a notice back to eBlast. The eBlast program will mark the email address in the Address Database as Bad which mean that you can not select that address for other mass emails.

See “How to let users subscribe to the emailing list?” which lets a user re-instate a bad email address if it was not bad.
